This course is mandatory for everyone in NSW who is involved in the sale of liquor to the public. This includes licensees, club secretaries, serving staff and contract employees, security staff working in licensed premises & venues. There are no exemptions from undertaking the course. The mandatory training regime also captures volunteers, promotional staff, Directors of registered clubs who have liquor service responsibilities.

Unit Competencies

  1. Serve or sell alcohol responsibly
  2. Assist customers to drink within appropriate limits
  3. Assess alcohol-affected customers and identify customers to whom sale or service must be refused
  4. Refuse to provide alcohol

There are no formal educational requirements for this course.

GETTING IT

There are 3 simple steps to getting your card.

When you have passed your Responsible Service of Alcohol (RSA) or Responsible Conduct of Gambling (RCG) course you will be issued your interim certificate so you can apply for your RSA/RCG photo competency card.

1. VISIT A SERVICES NSW OUTLET

Go online at Services NSW to find your nearest participating Services NSW outlet. NOT all outlets can process photo competency card applications at the moment. So check first!

2. GET YOUR IDENTITY DOCUMENTS READY

In order for Services NSW to process your card application you will need to have your interim certificate and the correct documents to prove your identity.

These must be original documents (unless otherwise stated) to the value of at least 100 points that prove your identity. Details of acceptable documents are listed on your interim certificate. Please read this information carefully to make sure you have the right documents to take to Services NSW.

3. GO TO YOUR PARTICIPATING SERVICES NSW OUTLET

  • Attend the interview in person (other people can’t apply for the photo competency card for you).
  • Take along your interim certificate.
  • Bring the right documents that prove your identity (100 points or more). If you don’t do this, your application can’t be processed by Services NSW.
  • By law, you must have the photo competency card with you when you are working in jobs that require RSA or RCG qualifications.
  • If a police officer or an inspector from the Liquor and Gaming NSW asks to see your photo competency card, you must show it. If you don’t, you can be fined.
  • If you change your address details or change your name, you must advise Liquor and Gaming NSW by downloading and completing a form from the Liquor and Gaming NSW website.
  • If the card is lost or stolen, you should report the matter to the Police and contact the Office of Liquor and Gaming NSW as soon as possible.
  • You cannot legally work in a job that requires an RSA or RCG competency using an expired interim certificate or an expired photo competency card.

Your photo will be taken at the Services NSW outlet as part of the application process. Your card will be ordered and sent to you within 10 – 15 working days.

You can use your interim certificate straight away to work in jobs that require an RSA or RCG competency – but only until the expiry date on your interim certificate. Make sure you check the expiry date. You can’t work after that date without your photo competency card.

**If you take your interim certificate to the Services NSW outlet and it is scanned, and then you don't have enough points of ID, your interim certificate will expire in 30 days - so please ensure you take the correct ID with you the first time.

5 Year Renewal -

An RSA/RCG competency card renewal and online refresher training is available for anyone wanting to renew their RSA/RCG competencies for five years.​

Renewal and online refresher training is only available via the links sent by Liquor & Gaming​ NSW when your renewal period opens.

Do not do full, first-time courses at registered training organisations such as CHS Training as this will not renew your card.

If you hold a valid competency card that is reaching expiry, Liquor & Gaming NSW will contact you by email and/or SMS about how to renew your card. The reminders begin 90 days before the card expires and are sent to the email address and mobile number you used to apply for your competency card.

If you hold a digital competency card, it will also display a reminder to renew your card beginning 90 days before the card expires.​​​​

All current competencies expire on the same day, five years after the first competency course was completed.

You have 28 days after your card has expired to renew and complete the online refresher course. After that you need to complete a full RSA/RCG course through a registered training provider.

Online refresher training is fast-paced and takes up to 45 minutes to complete for each competency. You will receive a link to complete the online training with your expiry reminder notification. A $35 renewal fee applies.

​If you hold an interim certificate and are reaching the five year expiry date, you must apply for a photo competency card before you can undertake the renewal process.​​

Update your contact details

It’s important to update your contact details so we can contact you about renewing your competency card.

Information about the renewal process and online refresher training will be sent to you by SMS and/or email before your card expires.

KEEPING IT

Your responsibilities:

  • Look after your card
  • Your photo competency card is essential for any job that requires RSA or RCG qualifications. Make sure you look after it – just as you would your driver’s licence or other important documents.
  • You cannot legally work in a job that requires an RSA or RCG competency using an expired interim certificate or an expired photo competency card. The cards expire after 5 years.
